Pinckneyville City Council approves detour during roundabout construction

The Pinckneyville City Council authorized Mayor August Kellerman to sign a letter of understanding with IDOT approving the detour routes which will be used during the construction of a roundabout at the intersection of Route 13 and 154 west town.

Traffic will be directed down Fairgrounds Road to County Road to Front Street and then to Parker Street and from there onto 13/127.

Mayor Kellerman also said that he and Street Commissioner Sam Fulk were asked to choose a color for the concrete at the roundabout at a meeting with IDOT. They chose blue. IDOT sent a letter stating that the cost of blue concrete would be $276,000. Terra cotta concrete can be used at no additional charge. Terra cotta is what will be used.

Mayor Kellerman said there is no cost to the city at all. IDOT is paying to install the roundabout. Commissioner Fulk said the city will be responsible for maintaining the lighting at the roundabout after it is installed.

Commissioner David Stone said the roundabout should be under construction in July.

In other business the council:

• approved a $10,000 facade grant and $25,000 in business district funds for Dave Kuhnert to purchase the former Grace Outreach Church Building and renovate it. Kuhnert Enterprise, an equipment rental business, and Moble Mechanic, a small engine repair business will be housed there. Total cost of the project is $110,000 with $22,000 being applied to the facade. Kuhnert said 40 feet of the building on the north will have the roof removed then raised to allow larger equipment to enter through a 12' x 16' door. The businesses will create four full-time positions, as well as generate sales and real estate taxes. Kuhnert Electric will remain on West Parker Street.

• accepted the resignation of Street Superintendent Robert Stanton, effective march 31, 2015.

• passed a resolution approving a pool maintenance contract with Bob Schneider for $6,790, running from May 20 to Aug. 15 of this year. The contract is the same as last year.

• approved the motor fuel tax program as was placed on file at the previous meeting. Ilini Asphalt had the low bid for oil at $2,295 per gallon for 15,000 gallons and CA-16 chip at $26.95 for 750 tons. Barr Trucking had the low bid for CA-06 material at $8.44 for 1,000 tons, bituminous patching mixture at $60.15 per ton for 100 tons and BAM patch mix at $60.15 per ton for 100 tons. Beelman Ready Mix was the low bidder for concrete at $80 per yard for 250 cubic yards.

• heard from Doug Bishop that he has sent a letter stating that the south extension of Monarch Avenue in Perry Pointe subdivision has been completed and is up to IDOT standards.

• heard from Commissioner Leonard Heisner that Congressman Mike Bost will be available to meet with the public from 9 to 11 a.m. on Wednesday, March 25 at City Hall.

• heard from Commissioner Kevin Hicks that the annual Pinckneyville Volunteer Fireman's Association Fish Fry will be held at the KC Hall on Good Friday, April 3 from 11 a.m. to 2 p.m.

• granted permission for the American Cancer Society Relay for Life Team Pink Warriors to collect funds around the four-way stop and square from 8 a.m. to 2 p.m. on April 18, 2015. Team member Michelle Eisenhauer said she hopes to collect funds and raise awareness of the Relay for Life Event which will be held Saturday, May 16 at Du Quoin High School.

• granted permission for American Legion Post #2502 to collect funds for veterans and veterans' families on their annual Poppy Day around the four-way stop and square from 1 to 6 p.m. on May 22, 2015.

• granted permission for the Perry County Agricultural Society to collect funds around the four-way stop and square from 8 a.m. to 12 p.m. on June 13, 2015. The funds are used for youth events and the fireworks show.

• granted permission for the Perry County Humane Society to collect funds around the four-way stop and square from 8 a.m. to 4 p.m. on Oct. 17, 2015. Eisenhauer, also a member of the Humane Society, said that PCHS needs to purchase a new transport van this year. Perry County Humane Society is a non-profit organization which is supported entirely by donations and fund-raising campaigns.

• granted permission for Pinckneyville Community Hospital to hold a competitive 4K run/walk on the east side of town, beginning and ending at the Junior High School on Saturday, May 16 as part of the annual Health Fair. There will also be a fun run on the high school track. The street race will not cross the highway and will be professionally timed.
