A fluid situation. The hub-bubble over bottled water may be seeping into Chicago. An alderman has suggested levying a tax of up to 25 cents a bottle to help balance the city budget, and Mayor Richard Daley -- a consumer of bottled water himself -- says the idea is worth considering.
