Phil Kadner: Why so many empty beds at veterans homes?

Margaret Pieper's husband, Harold, fought with the U.S. Army in World War II, worked for A.E. Staley Manufacturing Co. in Decatur for 40 years, retired to Arizona and eventually died waiting for a bed in an Illinois veterans home.
