Minimum school spending levels

<p align="justify">Lawmakers generally raise the foundation level - the minimum amount that a school must spend on each pupil each year, using both local and state funds - every year. Over the last decade, they raised it every year except for the 2002-2003 school year. The Illinois House is considering a bill to raise it by $400 for this school year. Here's a short history of the foundation level.
