Circuit Clerk enters agreement with collection agency to recover unpaid court fees and fines

Circuit Clerk Kim Kellerman told the board she has entered an agreement with Credit Collection Partners to collect unpaid fees and fines.

Kellerman said the current pay or appear system works well, but there are old fees and fines from criminal and traffic offenses from before her time that have not been paid.

Credit Collection Partners is an Illinois firm run by a former Circuit Clerk.

There is no cost to the county. The old fees and fines are identified then responsible person is notified. The full fee goes to Perry County for disbursement through Kellerman's office. The person who owes the fine is charged an additional 30 percent which is paid to Credit Collection Partners.

Kellerman said she has been in contact with local municipalities about using the service to collect unpaid ordinance fees and fines, as well.

In other business, the board:

• passed a resolution supporting Christopher Rural Health Clinic's plan to build a new facility in the former Bridal Originals building in Du Quoin. A letter of support from Perry County will be included in an application for a Community Health Expansion grant from IDPH.

• passed a resolution awarding the pavement marking contracts for IDOT District 9 to America's Parking Remarking. IDOT bids the project for multiple counties to lower the price. Perry County's share is $38,300.

• approved special use permits for Timothy Mahan to place a 2014 mobile home on a 94-acre parcel near the intersection of Kimzey and Hitt Roads and Hubert and Judy Dyke to place a mobile home at 315 E. Third St. in Cutler.

• passed a resolution approving a deed of conveyance on trustee-owned property to Walter F. Ridgeway Jr.

• approved raffle licenses for Friends of Donnie King, Perry County Agricultural Society and Friends of Jack Crawford.
