- Former Harrisburg Treasurer Charles Will encourages the city council to aggressively pursue loss of water in the city. Estimates are the city is losing about 22 percent of the water it purchases from Saline Valley Conservancy District. Water Superintendent Kelly Hefner believes the main culprit is old, malfunctioning meters that need replacing.
