- Charles Will tells about water loss ratio in Harrisburg
- Former Harrisburg City Treasurer Charles Will tells Harrisburg City Council he believes loss of water in the city needs to be addressed and that city water customers are being charged an unfair rate to cover for that loss. Water Superintendent Kelly Hefner tells council what the city is doing to try to prevent water loss, then Mayor Eric Gregg and Will spar regarding the possibility of Will taking legal action against the city.
