Roxie Ann "Billie" Williams, 71, of 145 Craig Lane, Carrier Mills, Il died Saturday December 26, 2015 at 3:00 pm at her home surrounded by her family.

Funeral services will be held Thursday December 31, 2015 at 11 am at the Harvest Deliverance Center in Harrisburg, IL Visitation will be held Wednesday from 6 to 8pm at the church. Burial will be in Lakeview Cemetery in Carrier Mills, IL. Reverend Thomas Jeffro will officiate. Memorials may be made to the Harvest Deliverance Food Pantry. Envelopes will be available. Arrangements have been entrusted to Felty Funeral Home in Carrier Mills, IL.

She was born on September 19, 1944 in Harrisburg, IL to the late William "Bill" Taborn and Easter (Walker) Neal.

She was united in marriage to Ownly Williams on January 27, 1966. They raised two beautiful children.

She accepted Christ at an early age and was a member of the Mt. Olive District, Womens Missionary Teacher, First Lady and Vice President of Harvest Deliverance Center that she and her husband: Pastor Ownly Williams founded. She was also head of the Lambs Kitchen, Clothing and Food Pantry.

She leaves to mourn her passing a Daughter: Pamela Williams of Carrier Mills, IL; Son: Ronald Williams of Harrisburg, IL; 4 Sisters: Patricia Cole of Texas; Sandra Sue Sanders, Euralene Sanders and Ethelena Taylor all of Carrier Mills, IL; 2 Brothers: David Givens of Carrier Mills, IL and Robert Neal Jr of Harrisburg, IL, 20 grandchildren, 24 Great Grandchildren and a host of nieces, nephews, cousins and friends.

She was preceded in death by her parents, Great Grandchild: Dakota Moss and 8 siblings.
