71 citizens sue, saying Harrisburg mobile home fees are unfair

</element><element id="paragraph-1" type="body"><![CDATA[Over 70 disgruntled mobile home owners have sued the city of Harrisburg, saying the annual fee for mobile homes is unfair.

The 71 plaintiffs, who filed their suit Monday, say the $100 annual fee per mobile home within the city limits amounts to a tax or revenue measure the city does not have the authority to impose, according to court documents.

The plaintiffs also contend the fee does not bear any relationship to the actual costs incurred by the city of regulating mobile homes.

The annual fee is part of an amendment to the city code passed on Feb. 7, 2008.

The plaintiffs are represented by Stephen R. Green of the Marion-based law firm Armstrong and Green.

The plaintiffs want their money back.
