</element><element id="paragraph-1" type="body"><![CDATA[1. I was born in Harrisburg and raised by my grandparents, Arnold (Dutch) and Bea Stafford. My parents are Bill and Arlene Schiff and Linda Stafford.

After graduating high school in 1986 I attended SIC for 2 years where I served on student government. I also worked for Brown and Rothman Engineer where I learned how to survey.

I transferred to SIU where I lived and worked on campus for Southern Illinois University in registration and data.

After moving home from SIU I went to work for Arclar Coal Company that was later bought out by Peabody Coal Company.

I have been a surveyor, safety director and safety manager for the past 21 years. I have served as the president of the Holmes Mining Safety Association. I am a member of the Elks Lodge No. 1058. I am currently assistant chairman of the Saline County Housing Board.

I married Lisa (Black) Schiff in 1999 and we have two children, Camden, 11, and Lynlei, 21 months. My wife has also been a resident of Harrisburg her whole life. My wife's parents are Steve and Cindy Black of Harrisburg and Sue Black of Eldorado.

I will work hard for the city of Harrisburg. I pride myself in never having missed a Housing Board meeting and I dedicate myself to any job I do. Please vote for me, Bart Schiff, on April 5. Your vote will be greatly appreciated.

2. Zoning was put to a vote on the ballot a few years ago and it was voted down. The people of Harrisburg, should they want to change this, could put it back on the ballot again. Interior annexation of property surrounded by the city should be looked at to see if it is economically feasible to annex the property into the city limits.

3. On annexation of property outside the city a study should be done to see if it is economically feasible to pay for the infrastructure that would have to be put in place and then decide if it would pay for itself. It would cost the city a lot of money to give the people sewer, water, etc. The tax base may or may not be worth annexing the property.

4. We have a great town, however, as I have been walking around I see that there are many areas that need to be cleaned up. I will work hard to make Harrisburg a cleaner and safer place for the people of Harrisburg. I will work to improve business and industry in the community. I want Harrisburg to be a great place to raise our children and somewhere we can continue to be proud of.
