Illinois Gov. Rod Blagojevich has signed legislation restoring money for drug treatment and child-welfare workers he earlier cut from the state budget.
Blagojevich said Thursday that he approved spending $176 million for some services eliminated when he cut $1.4 billion from an out-of-balance state budget in July.
But he vetoed another $55 million that was part of the legislation. He says he can't spend that money because it comes from special funds that are restricted by federal rules.
Blagojevich had said he might not approve any restorations because of the shrinking national economy. The Democrat announced Tuesday that the budget will have a $2 billion deficit and wants broad legislative authority to hold back spending.
