  • Roman Kuppart and Lee Nugent are putting a new look on an old building in downtown Harrisburg because the Downtown Tax Increment Finance district is giving them a big savings on local taxes.
    The old movie theater on Main Street is now a fully functional state of the art gun range. But the exterior is getting a makeover using higher quality materials that will make a difference in the final appearance of the building.
    A synthetic stucco is being applied to the façade. It is weather resistant and has a good R factor as well.
    “Without the TIF I wouldn’t have ventured into this project,” said Kuppart.
    “It was pivotal to our planning.”
    That planning includes an archery range and half the building being dedicated to office space of high quality.
    “The range is doing very well. We sell firearms and related equipment and our customers say we price our products very competitively,” Kuppart said.
    Ear and eye protection is required and can be rented.
    “We believe we are the only state of the art gun range in the region. We draw customers from Kentucky, Indiana and Missouri. Some come from East St. Louis. We are doing better than we anticipated,” said Kuppart.
