  • Body of Ky. 3-year-old found in Ohio

  • Gallatin County Emergency Management Agency Coodinator Steve Galt dreads the 24-hour mark following a report of a person missing near the Ohio River.
    Technically, the first 12 hours are termed a "search." Between 12 and 18 hours it is a "search and recovery."
    "We were hoping, but after 24 hours you get that gut feeling," Galt said.
    Union County Emergency Management Agency headed the operation to find 3-year-old Carter Nall of the Weston community in Crittendon County, last seen 4:30 p.m. Sunday near his family's boat at a sand bar near Caseyville, according to the Associated Press.
    Gallatin County EMA joined the search about 3 p.m. Monday. Three crews in boats searched along the river bank until evening north and south of the Caseyville Landing which is almost directly across the Ohio River from Hog Rock Campground north of Cave-In-Rock.
    "By the time we got there about 3 p.m. it was pretty well recovery," Galt said.
    Searchers found the body in the river between Caseyville and Dekoven in Union County, Ky., late Monday night.
    Galt said Union County EMA coordinated a ground search for about 12 to 18 hours and there were still helicopters flying over cornfields along the river Monday afternoon.
    "They were hoping maybe he'd crawled up in a cornfield," Galt said.
    Galt said Gallatin EMA averages about one river search and rescue operation a year, often in coordination with Union County EMA.
    "We share a river front. When they have a drowning we help them and vice-versa, when we have a drowning they help us. We know pretty well both our capabilities," Galt said.
